City of Kankakee officials have determined the cause and source of the foamy soap that bubbled up from sewer manholes and spilled onto Kennedy Drive near Court Street last month. Mayor Chris Curtis has confirmed Kensing Solutions in the 2500 Block of South Kensington Avenue as the source of where the soap foam came from. Mayor Curtis said the city sent Kensing a letter this week that included a 1-thousand dollar fine plus the 11-thousand dollars it cost to clean up the mess. Mayor Curtis says the city now has to fill out a lot of paperwork with the Illinois Environmental Protection Agency and get dinged with fines. The soap foam was deemed non-toxic.
