Simms Sentenced for Stealing 2 Million Dollars

Richard Simms who pleaded guilty to stealing some 2 million dollars from Kankakee’s environmental Services Utilities Department and the Kankakee River Metropolitan Agency from October of 2014 to April of 2018, has been sentenced to just nine months in federal prison and two years of house arrest.  Simms also must make restitution.  In sentencing Simms Monday in Federal Court in Urbana Judge Colin Bruce said of Simms that he has no honor or integrity. The Daily Journal reports the light sentence was in part because Simms is 74 years old and his doctor says he has cancer.
