Simms Surrenders Himself

Richard Simms surrendered himself to Federal Bureau of Prison officials Tuesday to begin serving his sentence for defrauding The Kankakee Environmental Services Utilities Department and the Kankakee River Metropolitan Agency out of some 2 million dollars while he headed the department.  Simms pleaded guilty in March and was sentenced to 9 months in prison followed by two years of house arrest then three years under supervised release.  Simms also must make restitution to both the city and KRMA.  The Daily Journal reports Simms is being housed at a minimum security facility near Morgantown, West Virginia.
